Forst spotted this at Horton Planes, I had quite a bit of difficulty identifying him. Finally, Moditha from Lak Dasun forum gave a credible identification and I agree with him. We believe it's a pale morph, male, Crested Oriental Honey Buzzard. (Images 1 to 4)

Based on the more prominent bars on the chest and long legs, I believe this is a Besra. (not a Shikra) Seen and photographed on the road to Jaffna from Mannar. What a vicious looking predator.

Shikra

The adult male Shikra in the first 2 images flew into my neighbours' backyard and was attacked by crows. He has captured a squirrel and the crows were after it. He defended his catch bravely until evening and ate it afterwards. It was an awesome experience.
The juvenile in images 3 and 4 was spotted in the same backyard many years afterwards. It was a small bird and I accidentally caught a glimpse of it while being at home. Images 5 and 6 are of a juvenile photographed in the outskirts of Hingurana.

Photographed on the road from Mannar to Jaffna somewhere after Vidithalathiw, this beauty has the most vicious looking eyes on a bird I have ever seen. He flew away before I could take some more pictures from another angle.
